Bethany Home Road and Citrus Road Intersection Improvements

Project Description

This project, currently in the Scoping phase, is looking at improvements to the intersection of Bethany Home and Citrus roads, to include a traffic signal and right-turn lanes based on projected future traffic volumes. Traffic studies have determined the need for capacity improvements at this location, with the goal of serving population growth and improving intersection operations. Currently the intersection is stop-sign controlled with one lane in each direction.

This Scoping phase is currently identifying the infrastructure improvements (right-of-way costs, utility relocation, etc.) needed to install a traffic signal and turn lanes when the warrant is met.

What is meant by “recommended alternative” for the design of this project? Recommended alternative refers to a design that is considered the best solution for a specific roadway project - One that, after careful analysis, is determined to best meet the project goals and public needs. The preferred alternative design allows for intersection improvements to include a traffic signal and four right-turn lanes. The intersection will be widened for improved traffic flow and storm drain improvements along Bethany Home Road to better capture water flow and minimize flooding. Other planned improvements include new sidewalks and Americans with Disabilities (ADA) curb ramps. The selected design also takes into consideration future development northeast of Canyon View High School to Northern Avenue and Perryville Road.  

Is MCDOT adding extra travel lanes on Bethany Home Road or on Citrus Road? Extra travel lanes are not part of this intersection project, however, the intersection will be widened to provide for additional turn lanes to improve capacity and to meet future traffic demands.

What are the project limits? The project limits are approximately one-quarter mile in each direction of the intersection. 

This project is current in the Scoping phase. What does that mean? Scoping is a phase early in the project development process that uses an engineering approach to identify the best solution to a transportation concern. 

During Scoping, engineers collect information including environmental conditions, traffic and accident data, existing utilities, right-of-way limits and other information relevant to the project. The information is evaluated and results in a decision about what will and will not be included in the project. Once scoping is complete, engineers design plans that will ultimately be constructed to address the transportation concern.

What’s next after the Scoping phase? Design and Construction phases follow once Scoping is complete. During the Design phase, Scoping is refined and analysis is conducted on drainage, environment and roadway design. A timeline for Construction is determined once Design is complete.

When will construction begin and how long will it last? It’s too early in the process to determine a schedule at this time. The construction phase is dependent on budget availability, right-of-way, and project readiness. 

Will Bethany Home Road or Citrus Road close at any time during this project? MCDOT makes it a priority to minimize disruption and closures during projects of this kind, but full closures and lane reductions could be necessary at times, both to get the work done and for the safety of drivers and our workers.

Will this project include sidewalks? Yes, part of the planned improvements includes new sidewalks and Americans with Disabilities (ADA) curb ramps
